Glowing
Just Shirts
Us in BlueI started out by drawing blue jackets/shirts on everyone on another layer then I drew the creases on a separate layer, to make the jackets/shirts look realistic.
I then copied it onto another blank page so I could experiment with different filters. On one I stylized it and made it have glowing edges. On the second separate one I did, I put the jackets onto a different background without people.
